Independent Living Systems Caps Transformational 2025 with Growth, Innovation, and Expanded Access to Care

Miami, FL. (December 2025) – Independent Living Systems (ILS), a national leader in person-centered health and social care for vulnerable populations, closed out 2025 with significant milestones that underscore the organization’s continued growth, innovation, and commitment to expanding access to high-quality care across Florida and beyond.

Throughout the year, ILS and its Medicaid health plan subsidiary, Florida Community Care (FCC), advanced strategic partnerships, expanded managed care services, and strengthened their role as trusted leaders in serving individuals with complex medical and social needs.

One of the year’s most notable achievements was FCC going statewide to operate Florida’s new Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) program. This program allows FCC to bring its person-centered, community-based model of care to individuals with IDD across the state, working closely with families, providers, and community partners to improve outcomes and quality of life.

FCC’s member population is more diverse than ever, now serving low-income families, individuals living with serious mental illness (SMI), HIV/AIDS, and intellectual and developmental disabilities (IDD). In 2025, FCC marked a major growth milestone, surpassing 40,000 members statewide and doubling enrollment in less than two years.

This rapid expansion followed FCC’s success in securing a new statewide Medicaid managed care contract from the Florida Agency for Health Care Administration, which broadened its population services to include recipients of Managed Medical Assistance (MMA)

ILS also expanded its continuum of care in 2025 after receiving a Certificate of Need from Miami-Dade County to provide hospice services, further advancing the organization’s commitment to compassionate, home- and community-based care. This milestone allows ILS to support individuals and families during some of life’s most critical moments, reinforcing its mission to deliver dignity, comfort, and person-centered care across the full spectrum of health needs.

ILS further strengthened its commitment to workforce development through a strategic partnership with Barry University, launched to help advance healthcare education, training, and career pathways in South Florida. The collaboration is designed to support the next generation of healthcare professionals while addressing workforce needs critical to serving aging populations and individuals with complex care needs.

Community partnerships remained a cornerstone of the organization’s work. In collaboration with Special Olympics Florida, FCC and ILS expanded efforts to promote health equity, inclusion, and access to care for individuals with intellectual and developmental disabilities, reinforcing a shared commitment to health and wellness.

And for the third straight year, ILS was a national team partner for the Walk to End Alzheimer’s – more than 20 ILS teams participated in Walk to End Alzheimer’s events nationwide, from coast to coast. Collectively, ILS sponsored nearly $125,000 in Walk events across the country and raised almost $70,000 through grassroots fundraising efforts led by employees and supporters.

Rounding out the year, ILS was once again recognized on a national stage, earning a spot on Newsweek’s list of America’s Greatest Workplaces — a distinction that reflects the organization’s culture, values, and deep investment in its employees – and being named again the nation’s largest Latino-owned healthcare company according to Latino Leaders magazine.
