Ward Tower Senior Center Volunteer Honored with Statewide Public Service Award 

Miami, FL. (August 2025) — Independent Living Systems (ILS) is proud to announce that long-time volunteer Regina “Francina” White has been named the recipient of the Public Service Award by the Florida Council on Aging (FCOA) as part of its annual FOCA/Florida Power and Light Quality Senior Living Awards. This prestigious honor recognizes individuals whose outstanding service has made a lasting impact on the lives of Florida’s older adults.

White has dedicated 17 years of volunteer service to the Ward Tower Senior Center, a congregate meal site operated by Independent Living Community Services (ILCS). Independent Living Community Services (ILCS) is a non-profit entity that leverages programs at Independent Living Systems (ILS), further extending its commitment to improve the quality of life for the most vulnerable populations.

As both a resident and active member of the Ward Tower community, White has played a vital role in creating a warm, welcoming environment where older adults can gather for nutritious meals, meaningful connections, and emotional support.

“Regina embodies the true spirit of service,” said Josefina Carbonell, Executive Director of ILCS. “Her dedication, kindness, and leadership have transformed our meal program into so much more than a place to eat—it’s a place of friendship, dignity, and community, thanks in large part to her efforts.”

From arriving early each morning to prepare the dining space, to personally checking in on residents who are absent or unwell, White’s contributions extend far beyond the duties of a typical volunteer. She is a trusted leader among her peers, a source of comfort for those facing challenges, and a tireless advocate for fairness and compassion.

The ripple effect of her work is evident: residents who were once reluctant to participate now attend regularly, inspired by White’s warmth and dedication. Her selfless service has encouraged others to volunteer and engage more fully in community life.

White was recognized during the FCOA’s annual conference earlier this month, where leaders and advocates from across Florida gathered to celebrate individuals making a difference in the lives of older adults.
