Gwendolyn “Gwen” Leake Isaacs, MPH is an accomplished managed care executive with decades of experience leading Medicaid, Medicare, and dual-eligible programs. As Senior Vice President of the California Market at Independent Living Systems (ILS), she oversees operations across the state, working closely with partners to advance Enhanced Care Management, Community Services, and Community Health Worker programs while aligning California’s initiatives with the organization’s broader growth and service goals.
Prior to joining ILS, Leake Isaacs spent more than 20 years with Kaiser Permanente, where she held senior leadership positions focused on care coordination, Medi-Cal strategy, and state program operations. She holds a Master of Public Health degree and is recognized for her expertise in building collaborative programs that improve access, quality, and outcomes for diverse populations.
