Independent Living Systems Names Gwendolyn Leake Isaacs as Senior Vice President of California Market

Miami, FL. (February 2026) Independent Living Systems (ILS) today announced the appointment of Gwendolyn “Gwen” Leake Isaacs, MPH, as Senior Vice President of the California Market, where she will lead day-to-day operations and align the state’s programs with the organization’s broader strategy for growth and service excellence.

In this role, Isaacs will oversee all ILS leadership functions across California and work closely with partners to support Enhanced Care Management, Community Services, and Community Health Worker programs. The leadership change reflects ILS continued investment in the California market and its commitment to strong operational oversight, collaboration, and high-quality service delivery.

Isaacs brings decades of experience in Medicaid, Medicare, and dual-eligible programs, including more than 20 years with Kaiser Permanente, where she held senior leadership roles in care coordination, Medi-Cal strategy, and state programs.

She is widely recognized as a health equity champion and strategic leader who has driven improvements in care delivery, compliance, and operational performance across large healthcare organizations.

Since first establishing a presence in California in 2011, ILS has steadily expanded its services and geographic reach across the state. Today, the organization partners with 12 health plans and works with more than 200 contracted providers, helping ensure comprehensive support for members and their caregivers. Through these partnerships, ILS helps individuals navigate California’s complex social care system and connect to the services they need to live healthier, more independent lives.
