Florida Community Care Surpasses 40,000 Members, Doubles Enrollment in Under Two Years

Miami, FL. (July 2025) — Florida Community Care (FCC), a wholly owned subsidiary of Independent Living Systems (ILS), today announced it has surpassed 40,000 enrolled members across Florida — doubling its membership in less than two years and underscoring its rapid growth and expanding impact in serving vulnerable populations.

ILS entered the Florida managed care market in 2018, and FCC was originally established to serve individuals in Florida’s Medicaid Long-Term Care program, with a special focus on supporting older adults and people with disabilities. Today, FCC’s member population is more diverse than ever, now including low-income families, individuals living with serious mental illness (SMI), HIV/AIDS, and intellectual and developmental disabilities (IDD).

This expansion follows FCC’s success in securing a new statewide Medicaid managed care contract from the Florida Agency for Health Care Administration (AHCA) in 2024, which broadened its population services to include recipients of Managed Medical Assistance (MMA) and individuals with IDD on a waiting list to receive home-and community-based services.

FCC operates throughout the state and delivers MMA and LTC services across various regions with a pilot program for IDD currently in seven counties but slated to go statewide later this year. FCC’s services are supported by a statewide network of provider partners and a person-centered approach to care coordination that prioritizes independence, dignity, and better health outcomes.
