David Rogers is the President of ILS and a seasoned executive with over 30 years of experience in both public and private healthcare. Since assuming the role in 2020, he has overseen day-to-day operations and led strategic initiatives that have strengthened ILS’s position as a national leader in long-term services and supports.
Rogers first joined ILS in 2018 as Executive Director and Chief Operating Officer of Florida Community Care (FCC), where he spearheaded statewide efforts to help seniors and individuals with disabilities remain independent and connected to care in their communities.
His career includes extensive leadership across Medicaid, managed care, and healthcare reform. As Florida’s Assistant Deputy Secretary for Medicaid Operations, David directed the statewide rollout of Medicaid Managed Care—successfully transitioning millions of members and thousands of providers into a model that gained national attention. Prior to that, he served as Idaho’s Medicaid Director and led the design and implementation of Modernizing Medicaid, one of the country’s first value-based Medicaid reform initiatives.
Before transitioning to the private sector, Rogers held senior roles within Florida Medicaid and later served as a Managing Principal at Health Management Associates (HMA), advising states on health policy and delivery system innovation. Rogers earned his bachelor’s degree and a graduate certificate in Health Services Administration and Public Policy from Florida State University.
