Independent Living Systems, a national leader in providing innovative health and support solutions, recently appointed David Decker as their new CIO and Evan Willette as their new CFO. Mr. Decker and Mr. Willette each have over 25 years of experience in their respective fields.

Mr. Decker will oversee all information technology functions for ILS, including development, business analysis, systems integration, security, compliance, program management, infrastructure, telecommunications and production support.

Prior to joining ILS, David held numerous leadership positions including Vice President of Integration Services/Development for United HealthCare Community and State; plus CIO for Evercare and Lifemark. Responsibilities included managing more than 600+ employees, a budget of over $150 million, and supporting $14.5 billion in revenue. He has significant experience integrating merged companies, new business start-up, product development and operational support within the healthcare industry, including managed care and specifically government programs.

Mr. Decker is a six sigma executive green belt, and holds degrees in Business Information Systems, Accounting and Economics from Illinois State University.

Mr. Willette will manage all financial operations, planning, and analysis for ILS.

Prior to joining ILS, Mr. Willette spent 14 years with Health Net as CFO of their Medi-Cal program, and VP of Finance for their Government Business Division encompassing their Medicaid and Medicare programs with over $5 billion of annual revenues. In this role, Evan was also responsible for developing financial strategy and plans for Health Net’s participation in the Dual Eligible Demonstration, Managed Long Term Support Services, and Medicaid Expansion.

Mr. Willette received his Bachelor of Arts from Brandeis University, and his Master of Business Administration from the University of Chicago.
